If she claims it's an emergency, make her tell you what it is. Call her bluff - if it were a true
emergency, she would be there with armed police officers, forcing her way in. Do not even open the door to let her look at the children.

This section MUST be argued at every court date because it deals with who should have custody during the adjournments of the child. the onus is on the CAS to prove the child would be at risk at home AND they MUST also prove they CANT adequately protect the child in the home with a supervision order. they must prove both or the judge is PROHIBITED from using section 51.2 (c) or (d) and leaving the child in the care of the CAS. the judge must make an order to send the child home under section 51.2 (a) or (b)

没有监管的绝对权利，尤其施政对象是孩子，完全违背民主社会的宗旨。首先，应该要求CAS front line worker的qualification, 至少是registered social worker; 其次，改变其广为诟病funding公式；最重要的，是建立有效的监管机制。
