share with you my experience:

bystander(bystander)
I brought my son to swimming program while he was about 1.5 years old. Basically he did not really learn anything in that 10 weeks. He was scared about water at that time.
Now he is 4 and every one says he is a very good swimmer. He is very confident and confortable in the water.
The secret is, it took over him 2 years to be at today's position. I go swimming with him regularly in the last 2 years.

So please be patient with your kid. Let them take their own path, and their own time to get comfortable in water.

      .. you can find it in most of the stores: WAL-MART, ZELLERS, .. and the price is very reasonable: CAD$1-4.00.
      it also helps the young kids learn how to use their arms.
      Don't worry about the floating. My son has been used it for over 2 years and it is very safe.
      游泳圈is not very safe for young kids since they can easily fall
